The rebuilding Jets will miss the playoffs for the third straight year, and it will be curtains for Rex Ryan.
New general manager John Idzik gutted the roster, hoping to create salary-cap room for 2014. In the process, he forgot to import enough talent to compete in 2013. The uncertainty at quarterback, coupled with a difficult first-half schedule, will leave them out of contention by Halloween. The second half of the year will be all about trying to determine whether Geno Smith is their future.

- Report: Jets agree to terms with QB Harrell
Add another chair to the Jets’ quarterback room.
The Jets have agreed to terms with former Packers backup Graham Harrell, FoxSports reported early Wednesday morning. Harrell, released last Saturday by the Packers, will report Wednesday to the Jets, the report said.
This means the Jets have five quarterbacks on the roster, back where they were in the spring. It probably means Greg McElroy, out the past two games with knee and ankle injuries, isn’t healthy enough to play Thursday night against the Eagles.

FLORHAM PARK, N.J. — Observations from the New York Jets sideline:
1. Rex Ryan is tired of QB questions: I mean, why else wouldn’t the Jets head coach name the starter for Thursday night against the Eagles? It makes no sense. I think Ryan, probably weary of the scrutiny, probably wanted to get through a day without having to explain (and defend) a quarterback decision. I realize this reason sounds only semi-plausible, but it’s the best I’ve got.
- Jets RB Goodson: I have my life in order
FLORHAM PARK, N.J. — Mike Goodson, admitting he was “embarrassed” by his drunken arrest in May, refused Tuesday to comment on his off-the-field problems. But he promised to spark the Jets’ offense once he returns from his four-game suspension for violating the NFL’s substance-abuse policy.
“I think I’m really explosive and, given four weeks to prepare for something, I think I’ll be pretty explosive and ready to play,” the troubled running back said upon returning from his month away from the team.

FLORHAM PARK, N.J. — The Jets should be flagged 5 yards for delay of name.
A coy Rex Ryan refused Tuesday to announce his starting quarterback for Thursday night’s preseason finale against the Eagles, claiming, “We’re not ready to tell you that. There’s a lot that goes into that.”
Wait, there’s more: Ryan said there’s “a possibility” he may not reveal his opening-day starter until game day, Sept. 8, against the Bucs.
From all indications, Matt Simms — battling Greg McElroy for the No.
- Dee Milliner expects to play Week 1
NEW YORK — Injured Jets rookie cornerback Dee Milliner (calf) expects to play in the season opener on Sept. 8 against Tampa Bay. He will not play in Thursday’s preseason finale against Philadelphia.
“I’m going to do what my trainers tell me to do,” Milliner said after sitting out Tuesday’s practice. “Try to progress on it and be aggressive in my rehab.”
Milliner described his injury as calf tightness and said he hasn’t been practicing because the team wants to prevent the injury from getting worse.

FLORHAM PARK, N.J. — It was status quo for the Jets on Tuesday as quarterback Mark Sanchez was not practicing during the portion open to the media.
Sanchez, who suffered a right shoulder injury against the Giants on Saturday, showed up later than most of his teammates, and rode the stationary bike.

FLORHAM PARK, N.J. — Not many teams can create quarterback suspense for the final preseason game, but the Jets aren’t like most teams. On Monday, Rex Ryan declined to name his starter for Thursday night against the Eagles. All he’d say is that Mark Sanchez (shoulder) has been ruled out.
Don’t be surprised if rookie Geno Smith also gets the night off. That would leave Matt Simms and Greg McElroy, who has been hampered by knee and ankle injuries.
The Jets would like to play Smith, who needs game experience, but they don’t want to risk an injury.

“Mike Goodson of the New York Jets has been suspended without pay for the team’s first four games of the 2013 regular season for violating the NFL Policy and Program for Substances of Abuse.”
